Step 1: First of all, I builded a little River where the water should flow.
To make the water flow, the texture needs to start with "scroll",
as you can see in the picture below.

Step 2: Now you need to rotate the Texture, so it is scrolling to the right direction.
Select the Texture with the "Toggle Texture Application Tool" [Shift + A].
Now you can find those Green and Yellow lines at the center of the face.
The yellow line shows in which direction the water is scrolling ingame,
so I had to rotate the Texture by 90 degrees.

Step 3: As next, you have to select the water brush and Tie it to an Entity with CTRL + T.
Class:
- func_conveyor
Attributes:
- Rendermode: Texture
- Fx Amount: 140 (So the water is a little bit transparent)
- Conveyor Speed: This is how fast the Texture is moving ingame.
Flags:
- No Push: If you check this flag, the river won't push you.
- Not solid: Make sure you select this one, otherwise your river will be solid.
